Comtrade developed the eDavki online portal and mobile app for the Financial Administration of the Republic of Slovenia. The solution is designed to be used by Slovenian taxpayers. The system integrates over 200 different services, providing taxpayers with an intuitive, secure and simple experience that allows taxpayers to perform their activities from anywhere and at any time. The eDavki portal is used to submit documents, review tax information and receive documents issued by the Financial Administration.
eDavki is a secure service with numerous benefits over paper-based tax forms: faster and simpler tax form filing; the ability to file documents 24/7 without mailing costs and independently from geographic location; overview of current tax obligations; the ability to transfer data directly from an accounting system into eDavki using online services; simple authorizations between users and other taxable persons; assignment of specific permissions based on business organization into eDavki using authorization mechanisms.
eDavki statistics for the past year:
• 180,000 active users
• 6,000,000 documents filed by taxpayers
• 1,000,000 documents served
• 4,000,000 taxpayer views of their financial
• 40,000 mobile app users
• 60,000 Doh-VDC forms (for claiming tax benefits for dependent family members) filed using the mobile app
As a leading energy company in Slovenia and a strong regional player, Petrol undertook the website redevelopment project as part of its digital transformation efforts to drive customer engagement and deliver improved digital experiences. The underlying goal was to deploy a single platform that would deliver a fast, flexible and consistent experience to customers and administrators alike across all web properties in different countries. Other requirements included improved search engine optimization, implementation of Google Analytics and Google Tag Manager, security optimization and responsive design.
Comtrade deployed a Digital Experience Platform (Bloomreach Experience Manager), a 100-percent Java, open source web content management system to create 8 different sites with more than 700 custom pages. This single tool integrates with back-end systems and is used to easily manage content and websites through 100-percent automation of repetitive administrative tasks. Petrol’s employees can quickly set up campaigns, new products and future proofs of concept. At the same time, faster load times result in decreased customer friction, while the effective search engine optimization generated a significant increase in organic search traffic.

Comtrade's IRIS primary healthcare solution was first introduced to medical centers in 2009 and was developed in cooperation with the Association of Health Institutions of Slovenia. In response to the need to update information systems used in healthcare, Comtrade built a system based on state-of-the-art technologies and compliant with the latest IT standards. IRIS is a powerful and reliable primary healthcare solution that provides features, such as data traceability, simple upgrades and easy integration with other systems while delivering a high level of data security. This is made possible by its three-tier and service-oriented architectural design and through compliance with the legislation and various international recommendations and standards. Its functionality covers approximately 50 different content modules.
IRIS is used in five medical centers in Slovenia and by several concessionaries. The solution has more than 2,000 daily users and processes more than 870,000 patients per year. Healthcare providers who use IRIS serve approximately 4,000,000 patients each year delivering up to 12,000,000 healthcare services.
Comtrade implemented and integrated a self-care solution for A1, the second largest mobile operator in Slovenia. The solution allows customers to access, monitor, and manage their accounts on the web and in a mobile app. This way, A1 was able to offer improved customer experience through 24x7 customer service and the ability to manage services instantly. The solution integrates with the company’s CRM system, order management system and product and service provisioning solutions. A1 now operates an excellent tool to support its cross-selling and up-selling efforts. The solution also helps retain customer base, increases their loyalty and drives cost optimization through reducing overall customer service costs and leveraging existing IT investments.

Apart from film records, copies and originals of public and private archival records can only be used in the reading room of the Archives of the Republic of Slovenia. As part of the VAČ project, Comtrade developed an online reading room, which is the first point of entry for users, enabling them to search, review and order archival documents remotely.
When developing the system, developers paid special attention to serving vulnerable groups. To ensure this, the solution complies with the highest confidentiality standards and is accessible to all types of users.
The system is easily scalable and can be upgraded quickly.
Technology: Java, HTML, Oracle database
Comtrade worked with Telekom Slovenije, Slovenia's largest mobile operator, to develop Moneta, an advanced payment system, which enables secure, transparent and simple cashless transactions using a mobile phone. Moneta has more than 100,000 active users, who perform payments on more than 1,000 POS across Slovenia and Croatia. The system is used for several hundred thousand transactions per month.
Moneta allows users to make intuitive and user-friendly payments regardless of the operating system or the brand of the mobile phone they use.
Technology used: The system was developed using .NET and is compliant with all security requirements for a payment system.
Generali is the largest foreign insurance company in Slovenia with strong support from Generali Group, one of the leading international insurance groups on the European and the global market, with a tradition spanning more than 185 year. For the insurance company, Comtrade managed a project that included the review, upgrade and stabilization of the Alfresco DMS system. By upgrading the system to a newer version, Comtrade ensured a higher level of stability, responsiveness and security.
The Slovene government initiated the E-social project in 2010 to facilitate the procedure for applicants and to establish stricter control over spending of public funds. The goal of the E-social project was to integrate several institutions that provide information for automated processing of social security services applications. Comtrade implemented two central modules for the E-social project:
• The Asynchronous Module as Enterprise Service Bus (ESB) for integrating institutions that are unable to provide a response in a synchronous way for some reason.
• Authentication & Authorization Module: a security platform developed to manage users and their permissions for Asynchronous Module as well as for many other applications.
The toughest challenges were:
- Creating a high-performance solution that is capable of receiving, processing, and delivering 50 to 140 queries per second during peak hours
- Integrating almost 300 different organizations using one single unified enterprise service bus.
- Ensuring high-level of security because queries contain sensitive personal information (compliance with the Slovenian Personal Data Protection Act and highest security standards)
- Implementing a reliable solution: complex message queuing was used to ensure that not even a single query gets lost and that the status of all queries is tracked and logged
- Providing high-availability and scalability: cluster/farm environment, complex message queuing, synchronization across all cluster nodes, etc.
- Digital signing and time stamping of queries
Comtrade won the public tender to replace the outdated authentication and identity management solution (RPAS) and both entry point portals for the Ministry of labour, family, social affairs and equal opportunities. The primary purpose of this project was to provide an updated and more secure system which will primarily allow Social Work Centre (CSD) users to authenticate and access all available back-end applications and services.
Comtrade reused and adapted MJU’s concept: the solution uses Liferay Portal as the content management system and relies on custom-made SecurityScheme for the authentication and identity management solution (IP rights are held by MJU).
The system securely delivers a user-friendly experience by utilizing single sign-on (SSO) approach to authentication. It comprises three separate parts: administration module for users and their roles (SecurityScheme), entry point internal and external portals (based on Liferay Portal) and, finally, integration services for exchanging user roles with back-end applications (scheduled jobs run on Oracle database).
Comtrade implemented a comprehensive e-commerce solution based on its proprietary scalable and expandable platform.
This secure and user-friendly system comprises three core modules: administration module for users and their roles (Custodian), archiving module for all digitally signed documents (eHramba) and integration module for managing workflows (IntegSpis).
- 24/7 availability
- System supports all Slovenian digital certification authorities
- Digital signature and time-stamping for all submitted documents
- During the main subsidy contribution campaign, the on-line system collected more than 140,000 digitally signed documents
- Solution can be easily upgraded due to its modular concept
